A code identifies which system reported a fault; a diagnosis is the testing that narrows that down to the one part actually responsible. A P0301, for example, means cylinder 1 misfired — which could be a coil, plug, injector, vacuum leak, or compression problem — and replacing parts based on the code alone is a guess, not a repair.
It can tell you a code is stored, which is a useful starting point. It generally cannot read manufacturer-specific modules, view live data streams, run bidirectional tests, or access the systems where most European faults actually live. That's the gap dealer-level tools close.
